Educational Support System Policy

It is the responsibility of the Board to comply with Vermont Education law requiring the establishment and implementation of Educational Support Systems (ESS). The district shall ensure the success, to the greatest extent possible, of all students in general education settings.

Each school in the district shall develop a comprehensive Educational Support System, including an Educational Support Team (EST), designed and implemented in collaboration with families and community supports including health and human services, to assist educators in meeting the academic, social, emotional, health, and nutrition needs of all students.

The Educational Support System shall be designed to: a) provide students the support they need regardless of eligibility for categorical programs, and, b) provide clear procedures and methods for handling a student who disrupts a class. The Educational Support system shall consist of an Educational Support Team Composed of staff from a variety of teaching and support service positions, and shall incorporate a range of referral, support and remedial services including instructional and behavioral interventions and accommodations which are available to all students. The system will also include the means to determine the effectiveness of accommodations or services provided through the Educational Support System.

The Board designated Superintendent or Principal shall:

  1. Appoint the members of each school's Educational Support Teams;
  2. Provide professional development opportunities needed to enable the Educational Support Team and other school districts personnel to implement the Educational Support System;
  3. Provide information regarding the existence, purpose and function of the Educational Support System and Educational Support Team to all parents/guardians of students enrolled in the district's schools;
  4. Complete annually, a survey from the Department of Education to the Commissioner of Education on the Educational Support System which describes the services and supports that are a part of the ESS, how they are funded, and how building the capacity of the ESS has been addressed in school, Act 60, Action Plans; and
  5. Develop and maintain written procedures in accordance with State Board of Education regulations to implement this policy.
